President's Council Minutes

February 26, 2008

1.    Discussion Topics:
President Winograd thanked Annette Chavez y de la Cruz and her staff for hosting an exceptional career fair for our students. Dr. Winograd thanked Loi Carlson for an outstanding Journey of Excellence conversation with JJ Parsons’ involvement and a great turn out of CNM participants. Dr. Winograd thanked Rudy Garcia and Donna Swanson for their energies in working on student security and well-being issues. A thank you was extended to Diane Burke and Irv Berkowitz for each of their work with outside partners on the WIRED grant and Arts & Cultural efforts, respectively. Dr. Winograd thanked Dr. Murphy for her tireless work with UNM in making the connections for our supplementary agreements for specific articulation agreements. Lastly, President Winograd thanked everyone for the increase in enrollment this Spring term over last Spring term.  Each person at CNM plays an important role in this increase. 

a.     Update from Santa Fe
Session closed with the following results for CNM:1) 2% salary increase for faculty and staff; 2) 2% tuition credit taken; 3) .75% funding for ERB; 4) anticipated signing by the governor of SB333, which provides CNM $12 million for Westside Phase III (STUDENT SUCCESS & SUSTAINABILITY); 5)Tax Help New Mexico funding was kept intact (PARTNERSHIPS); 6) $24,000 funded for CNM students to ride ABQ Ride free (SUSTAINABILTY & STUDENT SUCCESS); 7) $11,000 in funding for support of UNM athletes (STUDENT SUCCESS).

b.    Plans for Operating Budget
The 1% budget reduction exercise was set in motion to keep us focused on moving the strategic directions and goals forward.  This effort is focused on STUDENT SUCCESS to provide CNM the opportunity to limit any tuition increase to that which the State Legislators has assumed in the budget.  Through digging deep within budgets, each of us at CNM has the opportunity to reallocate for alignment with the Strategic Directions.

c.     VPAA Search Update
The search for the next VPAA has closed resulting in 75 applicants from across the country.  The first meeting of the search team is Friday, February 29.  Dr. Winograd will rely on public forum participant feedback in making her decisions.  All feedback received will be considered in her decision for the next VPAA. The efforts are on track with the timeline.

d.      Excellence Journey- Loi Carlson
Strong positive feedback has been received on the second Journey of Excellence exercise.  The next step in the process for Loi to go into a data gathering stage with individuals and small focus groups on specific areas of point.  The CQIN team and President Winograd will be meeting to discuss core competencies in the near future.

e.    Strategic Direction Conversations
President Winograd will be hosting conversations on all CNM campuses focused on the new Vision, Mission, and Values statements, as well as the Strategic Directions.  The intent of these events is to provide individuals across CNM the opportunity to hear her personal perspective on these items, plus the opportunity to ask any direct questions of concern.

2.    Rumor Control
“CNM will be translating all CNM materials into Spanish”- This rumor is not true.  There has been discussion of the need to evaluate all CNM materials for the relevance for Spanish translation and a team has commenced work on this evaluation for direct relevance and mission focused materials. 
“President Winograd has personally endorsed the NM Prep Football program for student athletes”- This rumor is not true.  Dr. Winograd has no direct knowledge of this program and has not approved CNM’s endorsement of this program.  Further investigation into this program will be done to ensure STUDENT SUCCESS is primary.

3.    General Discussion and Information Sharing

  • The Rio Rancho campus continues to move at a quick pace with the RR Utility Commission granting access to water and sewage last week.  Bob Brown and his team continue to work to keep the land purchases moving forward.

  • The Candelaria Technology Annex has had progress in the remodeling efforts with the property owner agreeing to assist with some of the costs related to the curb cuts and required sprinkler system.

  • There will be four web site navigation sessions held throughout March for CNM.  These sessions will be held with an outside consultant and are intended to provide CNM employees responsible for web pages within the CNM web site the specific skills needed for making good navigation decisions.  CNM employees may sign up to attend through Organizational Learning and each department has the opportunity to sign up for a one-on-one session with the consultant to discuss specific needs.

  • A reminder to all CNM employees that individuals not registered for a class are not permitted in classes or labs.

  • The new HR applicant tracking system should be underway very soon.  This system will provide for electronic application packets and electronic signatures.

  •  Enrollment Services will be rolling grades weekly rather than at the end of each term, as has been the standard.  This new practice has been tested and will serve in aligning these efforts with INNOVATION in the Strategic Directions.  Students will have access to their grades in a more timely manner.

  • The web for faculty and web for employee software will provide web access to the Banner system to CNM employees.  Faculty will have Banner functions via the web at any internet connected computer. This product will also provide for electronic timesheets, electronic timesheet approval, and web access for employees to view their benefits and update their records directly.
