What types of cost can generally be considered eligible under Perkins IV?

- Stipends/Participation Agreements
- Others, as evaluated on a case-by-case basis
- Support services for CTE programs and special populations
What types of costs are NOT eligible under Perkins IV?
- Student expenses/Direct assistance to students
- Contributions and donations
- Facilities and furniture
- College tuition, fees, and books
- Fines and penalties
- Insurance/Self-Insurance
- Audits, except single audit
- Awards and memorabilia donations
- memberships with organizations whose primary purpose is to lobby (PAC's)
- Expenses that supplant
- Entertainment
- General administration
- General Advertising
- Alcohol
- Fund Raising
- Individual Memberships
Others, as evaluated on a case-by-case basis
May Perkins funds be used to support a program/service that was supported last year with non-federal funds?
- No, this would be supplanting.
- Exception - When it would be impossible to continue the program/service without the federal funds, (at the secondary level and for Tech Prep, this must also be documented with approved school board minutes) then it may not be supplanting.
Must be evaluated on a case-by-case basis.
Can Perkins IV funds be co-mingled with other funds to offer programs and/or services?
Perkins funds may not be co-mingled in a budget code so that they lose their identity for accountability purpose. Expenditures must be traceable to the source of funding. However, eligible programs and services can be co-funded to maximize the over-all available funds.
