CNM Parking Services Policies and Procedures

General Parking:

  • General Parking is available to all CNM students, staff, and faculty.
  • All vehicles parking in the general parking lots must display a current CNM General Parking Permit.
  • There is no cost to obtain a CNM General Parking Permit.
  • The general parking permit is required in the following general Main Campus Parking Lots: BMX, Lower SSC/MS (In front of SSC Building), Isotopes, UNM Stadium West, and Smith Brasher lots (all lots west of University Blvd).
  • The CNM General Parking Permit is also required at all of the following CNM Campuses: Montoya, Westside, Rio Rancho, South Valley, and the Advanced Technology Center.
  • The General Parking Permit must be displayed in the lower left back driver side window of the vehicle.
  • Vehicle registration for a CNM General Parking Permit is done online through myCNM at no cost and the permit can be picked up at one of the various CNM locations.
  • Failure to properly display a current CNM General Parking Permit may result in parking citations and/or the vehicle being towed at the owner's expense.

Reserved Paid Parking:

  • Reserved Paid Parking is available to all CNM students, staff, and faculty.
  • All vehicles parking in the reserved parking lots must display a current CNM Paid Parking Permit.
  • The reserved paid parking permits are required in the following Main Campus parking Lots: Trades, Upper SSC, North, Central, JS, and PPD. See Main Campus Map for details.
  • The Reserved Paid Parking Permit costs $43 a term.
  • Paid Parking Permits are sold on a first-come, first-served basis.
  • Financial Aid may be used to purchase a paid parking permit.
  • Paid parking permits are available online through myCNM. For questions about paid parking permits contact the CNM Cashiers Office.
  • Permits must be properly displayed on the rearview mirror inside of the vehicle with the permit number and information facing outward.
  • The permit is only valid for vehicle(s) it was issued for. 
  • Paid permits are valid only for the parking lot that it was purchased for. 
  • A valid paid parking permit can also be utilized as a general parking permit. 
  • Paid parking permits are not valid for parking meters.
  • Failure to properly display a current CNM Paid Parking Permit may result in parking citations and/or the vehicle being towed at the owner's expense.

Annual Paid Parking:

  • The Annual Paid Parking is ONLY available for Full-Time CNM Employees.
  • The annual paid parking permit is available for the following Main Campus parking Lots: Trades, Upper SSC, North, Central, JS, and PPD. See Main Campus Map for details.
  • An annual parking permit can be purchased for $129 a year and payroll deduction is available.
  • If interested in purchasing an annual parking permit or for any questions regarding an annual parking permit, contact the CNM Parking Services Department at (505) 224-4000 ext. 51622. A reminder that the annual parking permit is ONLY available for Full-Time CNM Employees.
  •  The annual permit must be properly displayed on the rearview mirror inside of the vehicle with the permit number and information facing outward.
  • The permit is only valid for vehicle(s) it was issued for. 
  • Annual permits are valid only for the parking lot that it was purchased for.  
  • Annual parking permits are not valid for parking meters.
  • A valid annual parking permit can be utilized as a general parking permit.
  • Failure to properly display a current CNM Annual Paid Parking Permit may result in parking citations and/or the vehicle being towed at the owner's expense.

Disabled/Handicap Parking:

  • A CNM Disabled/Handicap Parking Permit is available for those individuals with disabilities.   
  • There is no cost to obtain a CNM Disabled/Handicap Parking Permit.
  • The permit is utilized to park in any Handicap/Disabled space at any CNM Campus. See CNM Campus Maps for CNM Disabled/Handicap Parking.   
  • If there are no Handicap/Disabled parking spaces available to park, the permit may be used to park in any general or paid parking space on any CNM Campus.
  • To obtain a CNM issued Handicap/Disabled Placard, one must pay a visit to the CNM Disability Resource Center either at the CNM Main Campus or the Montoya Campus.
  • The individual must provide the Disability Resource Center with a valid Driver’s License, CNM ID, Vehicle Registration, and/or the State issued Handicap/Disabled Placard.
  • For any questions please contact the CNM Disability Resource Center.
  • A state issued Handicap/Disabled Placard must be displayed along with the CNM issued Handicap/Disabled Placard at all times.
  • Failure to properly display a current CNM issued Handicap/Disabled Placard along with a valid state issued Handicap/Disabled Placard may result in parking citations and/or the vehicle being towed at the owner's expense.

Dealer plates and rental cars:

  • A temporary parking permit is issued to the vehicle for a certain time period. If a longer time frame is needed driver must re-submit a new temp parking form to Student Activities Office. Vehicles with Dealer plates must register their vehicle with the VIN number.
  • Temporary parking permits are to be used in general parking lots ONLY.

Motorcycles /Scooters:

  • A general parking permit will be issued for the general parking lots. Permit should be displayed anywhere in the front of the motorcycle/scooter that is visible to be seen by a Parking Ambassador.        
  • All scooters must park in the designated motorcycle parking areas throughout all CNM Campuses regardless of weight and size.
  • The last six digits of the VIN number will be used in place of the state license plate number in the event the Scooter does not have a license plate number. 

Temporary parking permits:

  • Contractors / Sub-contractors
    1. A blue temporary parking permit is issued for those who are working on a CNM campus and/or building for less than 30 days.
    2.  A yellow temporary parking permit is issued for those who are working on a CNM campus and/or building for more than 30 days.
    3. A salmon colored temporary permit is issued to guests, visitors and employees performing maintenance on Xerox machines.  These individuals would park at the “Parking by Special Permit only”, and or in a General Parking space/lot.
    4. The lime green permits are issued to Custodial employees who will park in the PPD/SRC parking lot for a minimum of 15 minutes at a time. 
    5. The ivory permit is issued to students that are enrolled in the GED program, and for students that have temporary license plates on their vehicles, for no more than 30 days.       
  •  Guest IDs:
    1. An ivory colored temporary parking permit is issued for the duration of the Guest ID which expires at the end of the semester that it was issued in. 
    2. The temporary parking permit is to be used in general parking lots ONLY.
  •  Special guest/events:
    1. An 8 ½ X 11 parking permit or a temporary hang-tag permit is issued for events. This permit should be displayed on the vehicle dashboard on the driver’s side, or if a hang tag permit suspended from the rear view mirror with the date facing the outside. A 30 minute time frame is given to allow time for the guest to return to their vehicle.
  •  Vendors:
    1. Vendors who are attending a CNM sponsored event will be issued a parking permit and would be valid for the duration of the event.  An 8 ½ X 11 parking permit which should be displayed on the vehicles dashboard on the driver’s side or a temporary hang tag permit which should be displayed off the rear view mirror with the date facing the outside are issued for events. 30 minute time frame is given to allow time for the guest to return to their vehicle.
  •  MCO Approved Vendors:
    1. An ivory colored temporary parking permit is issued for the duration of the time that the vendor will be on a CNM campus, normally at the end of the semester that it was issued in.  Parking is only allowed in either the SB or BMX general parking lots only or they can pay for an upper SSC paid parking lot at a cost of $43.00.
  • All temporary permits must be displayed on the rearview mirror inside of the vehicle that it was issued for. 

Citations:

A citation will be issued for the following violations:

  • Illegal Parking in handicap, blocking HD space or Van Access - $250
  • Attemp removal or removal of parking impoundment boot device - $100
  • Impoundment of vehicle by boot device - $50
  • Bypassign, attempted removal/removal control device, gate or barricade - $50
  • Expired meter - $25
  • Operating vehicle in excess of 10 mph on CNM property - $25
  • Fire lane, Fire Hydrant, Safety Hazard - $20
  • Parking outside legal parking space, double parking, blocking - $20
  • Parking on landscape area, dirt area, unpaved area - $20
  • Illegal use of CNM parking permit, counterfeit permit, transfer permit - $20
  • Parking/Blocking service vehicle spaces/designated area or obstruction - $20
  • Parking over time in a loading/unloading zone - $20
  • On campus longer than 3 days, habitation, vehicle repair/storage - $20
  • Parking in permit reserved area, reserved meter space or reserved area - $20
  • Blocking thoroughfare, obstructing traffic flow - $20
  • Parking motorcycle in locations other than designated space - $20
  • Parking more than one motorcycle in parking space (fine per vehicle) - $20
  • Not displaying valid/current state license plate or temp placard - $20
  • Tempering or bypassing operation of parking meters - $20
  • All other non-moving violations - $20
  • Yellow Zone, Loading/Unloading Zone, Blocking Sidewalk - $20
  • Parking without current general permit - $10

Citation Appeal Process:

Parking citations may be appealed in writing prior to the due date or online through the myCNM-CNM Parking Permits-Outstanding Citations Link.

You have 16 calendar days from the day the citation was issued to appeal it.

Citation appeals can be done online thru MyCNM Transportation Parking Permit link.  Appeals forms are available online and/or can be filled out in person in the Student Activities Office at the CNM Main, Montoya, or Westside Campuses.

A citation that has been appealed is not removed from a person account until the Appeals Committee has made their decision. Depending on the Appeals Committee’s decision, a citation is either dismissed (the fee is waived and it is not owed) or the citation is upheld (the fee is owed). If a citation is paid to release a hold and the appeal is then found to be dismissed a refund is issued but if upheld the citation would remain paid.

Parking Services processes appeals but does not make the decision on the appeal. The appeals committee which is made up of a faculty, a staff, and a student make the decision whether to dismiss your appeal in which case you owe nothing or to up hold your appeal in which case do you have to pay the citation.

Parking Services administrative office is located at the Basehart portables (BT3). However no payment or appeals will be taken at the the parking office. All payments are done through the CNM Cashiers Office. For questions, contact the CNM Parking Services Department at 505-224-4000 ext. 51622.

Dean of Students Appeal Process

Individuals who disapprove of their parking appeal decision made by the CNM Parking Appeals Committee may request an additional appeal review by the Dean of Students.

Any such request must be written in a letter format addressed to the Dean of Students within sixteen (16) working days after notification of the original appeal decision. The letter must then be hand delivered to the Dean of Students Office.

Contents of the Appeal Request must include the following:

  1. The name of the individual/organization requesting the appeal.
  2. The subject/matter being appealed and the date the appeal hearing took place;
  3. The grounds for the requested appeal. The appeal must be based on one or more of the following grounds:
    • Procedural or prejudicial error was committed. The specific errors alleged must be stated;
    • The facts upon which the decision was based included inaccurate information. The inaccurate information appealed from must be stated;
    • Information not offered during the appeals committee hearing is now available. The reason why the information was not offered during the original appeal committee hearing must be stated;
    • The sanction imposed is excessive or inappropriate. The reason for believing this must be stated.

Decision on Appeal:

  1. Upon review of the appeal, the Dean of Students, or his/her designee, may take any of the following actions:
    • Deny the appeal request.
    • Grant the appeal request.
  1. Except as required to explain the basis of new information, an appeal shall be limited to review the most recent official hearing and supporting documents.
  2. All decisions made by the Dean of Students, or his/her designee will be considered the final decision.  

Towing:

  • A vehicle will be towed after a third citation has been issued along with an orange tow warning to indicate that their vehicle would be towed on the fourth citation. 
  • When parking in an unallowable parking area i.e. loading zone, fire lanes, dumpsters etc.

Parking Enforcement Hours:

  • All CNM parking lots are enforced Monday through Thursday from 6:30am - 4:30pm.
    1. All permits are required Monday through Thursday from 6:30am - 4:30pm.
    2. Parking meters are enforced Monday - Friday from 6:30am - 4:30pm. Paid parking permits are not valid for meter parking.
    3. All CNM parking lots are open for parking after 4:30pm Monday through Thursday and on Fridays (excluding meters), Saturdays, and Sundays.
    4. CNM parking lots are also open for parking during CNM holiday breaks.  

Meters:

Parking meters are also available only at the Main Campus and are offered on a first-come, first-served basis. The meters are located in the following lots: SSC (lower) lot, Trades (TC) lot, Central lot, JS lot, and PPD lot. The maximum time limit for a meter is 3 hours. The meters only take the following coins:

  • Quarters: $0.25 equals 30 minutes 
  • Dimes: $0.10 equals 12 minutes
  • Nickels: $0.05 equals  6 minutes 

Parking meters are enforced Monday - Friday from 6:30am to 4:30pm.

Those meters displaying a red out of order cover require a general parking permit to park..

Defective meters should be reported to the CNM Parking Services at 505-224-4000 ext. 51622.   

Failure to display time on a meter may result in parking citations and/or the vehicle being towed at the owner's expense.

Lost or Stolen Parking Permits

Permit holders are responsible for the security of their parking permits. If a parking permit is stolen or lost, it must be reported within 48 hours to Parking Services Department at 224-4000 ext. 51622. An administrative fee will be charged for the missing permit. 

CNM Parking Permit Replacement Fees:

General Permit: (Student, Faculty, & Staff)

  • First replacement fee: $10
  • Second replacement: A letter must be written to the dean of students explaining the situation and a meeting will be scheduled with the dean to address the matter. If approved by the dean of students, a $15 fee will be administered to the permit holder.  

Reserved Paid Permit: (Student, Faculty, & Staff)

  • First replacement fee: $15
  • Second replacement: A letter must be written to the dean of students explaining the situation and a meeting will be scheduled with the dean to address the matter. If approved by the dean of students, a $20 fee will be administered to the permit holder.

Annual Paid Permit: (Full-Time CNM Employees ONLY)

  • First replacement fee: $25
  • Second replacement: A letter must be written to the dean of students explaining the situation and a meeting will be scheduled with the dean to address the matter. If approved by the dean of students, a $30 fee will be administered to the permit holder. 

The administrative fees must be paid in full at the Cashier's Office before a new permit will be issued. A stolen permit, once reported, will be placed on a stolen permit hot sheet, in which the department personnel will be on the look out for on campus.

Unreported lost or stolen permits will be considered active, and if found on an unregistered vehicle, the vehicle will be cited and towed at the registered permit holder's expense. The permit holder will be responsible for all fines.
