Article 17: Contracting Out

Collective Bargaining Agreement for Security Employees

17.1

The College has the right and responsibility to determine what work is to be performed and by whom it shall be performed, subject to the provisions and limitations of Article 30.

17.2

If the College anticipates contracting out security services that will result in the layoff of bargaining unit employees, the Coalition shall be provided 45 days advance notice.

17.3

Prior to making a final determination, the Coalition shall be permitted to present alternatives to contracting out Security Services including cost savings measures. In the event that the College and the Coalition agree on cost saving measures that may alleviate the need to contract out, they shall be implemented.

17.4

In the event the College allows bidding on the provision of contract Security Services, the employees shall be allowed to bid to the extent allowed by law.
