CARES Act Implementation at CNM

Central New Mexico Community College (CNM) applied for CARES Act funds to provide emergency financial aid grants to students.

The Department of Education determined the amount of funds that each college was eligible to receive by using a formula based on student enrollment. In addition, each college had to adhere to the Higher Education Act of 1965, Section 484. The Higher Education Emergency Relief Fund – Student Aid, provided Emergency Financial Aid Grants to students under Section 18004 (a)(1) of the CARES Act. CNM has 7,006 students who were eligible during the 2019-2020 aid year.

CNM signed the Certification and Agreement form on April 13, 2020 and returned it to the Department of Education.

CNM has received an allocation of $9,305,433 in CARES Act funds. CNM, as determined by the Department of Education will use half the funds for emergency assistance for students, the remaining amount will be spent in accordance with guidelines set forth by the department. CNM received an allocation of $4,652,717 on April 24, 2020 for emergency assistance for students. As of May 20, 2020, $2,943,750 has been spent on emergency funds to 3,476 for students for expenses that they incurred related to a change in CNM’s operations.

Method to Determine Eligibility for CARES Act funds

CNM developed an online application to support the determination of eligibility for CARES Act funds. The form allows students to disclose the amounts of expenses that they have incurred for eligible expenses. CNM reviews all applications to determine if the student meets all requirements to receive federal financial aid under the guidelines of Higher Education Act of 1965, Section 484. After a student is determined eligible, CNM awarded eligible students $1,000 for Spring 2020.

Guidance Provided to Students about Funds

Students received initial guidance from CNM’s publicly hosted webpage about the CARES Act funds. The webpage describes the purposes of the funds. From the webpage, students can complete the application for CARES Act funds where students can disclose eligible expenses.  Students who are eligible for CARES Act funds receive communication after they have been approved. Additionally, CNM communicated that the funds could be used for eligible expenses.
