CARES Act Implementation at CNM

Information on CNM's receipt of CARES Act funds.

Student Aid Distribution

The Department of Education determined the amount of funds that each college was eligible to receive by using a formula based on student enrollment. In addition, each college had to adhere to the Higher Education Act of 1965, Section 484. The Higher Education Emergency Relief Fund - Student Aid, provided Emergency Financial Aid Grants to students under Section 18004 (a)(1) of the CARES Act. CNM has 7,006 students who were eligible during the 2019-2020 aid year and 5,844 students who were eligible for 2020-2021 aid year. There were an estimated 12,305 students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and 9,000 students eligible for ARP for Fall 2021 as of July 8, 2021.

HEERF I fund expenditures for Section 18004(a)(1) Student Portion funds

  • As of May 20, 2020, $2,943,750 has been spent on emergency funds to 2,967 for students for expenses that they incurred related to a change in CNM's operations.
  • As of July 8, 2020, a total of $4,082,750 has been spent on emergency funds to 3,338 students.
  • As of August 19, 2020, a total of $4,243,000 has been spent on emergency funds to 3,626 students.
  • As of September 30, 2020, a total of $4,557,500 has been spent on emergency funds to 3,894 students.
  • As of December 31, 2020, a total of $4,652,717 has been spent on emergency funds to 3,996. This final quarterly posting is the final report that covers all remaining HEERF fund expenditures for Section 18004(a)(1) Student Portion funds.

CRRSAA

  • As of June 30, 2021, a total of $2,978,510.75 has been spent on emergency funds to 7,456 students for CRRSAA. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA was 11905.
  • As of September 30, 2021 a total of $4,652,717 has been spent on emergency funds to 12,890 students for CRRSSA. This is the final reporting under the CRRSAA program.

ARP

  • As of September 30, 2021, $2,962,049 was awarded to 5,801 students under the ARP program. A total of 4,350 CNM students have been assisted with ARP funding.
  • As of December 31, 2021 a total of $6,403,521.81 was awarded to 11,851 students under the ARP program.
  • As of March 31, 2022, a total of $11,663,978 was awarded to 14,980 students under the ARP program.

Grant Communication and Eligibility    

In 2021, approximately 12,000 students were targeted with messaging to encourage completion of the FAFSA for determining Pell Grant eligibility. On October 7, 2021 all students who submitted a 2021-2022 FAFSA received an email about their eligibility. CNM reviewed all applications to determine if the student met all requirements to receive federal financial aid under the guidelines of Higher Education Act of 1965, Section 484. After a student was determined eligible, CNM awarded eligible students $1,000 for Spring 2020 and $500 for Summer 2020 and Fall 2020. All students enrolled at CNM for Summer 2021 were awarded $400.

Beginning in Fall, 2021, CNM targeted the most needy students using Pell Grant eligibility as a guide. In addition, students who were at risk for being dropped from their coursework for non-payment of tuition and fees were contacted to offer assistance. The majority of the HEERF III fund awards were $500 per student. All students paid CARES funds in Fall 2021 were awarded funds for Spring 2022. Students in both Fall 2021 and Spring 2022 were contacted to request authorization to apply their CARES Funds to their outstanding tuition and fees. Students who did not respond were awarded direct funds. Students needed to be enrolled in at least one credit hour to be eligible for funds.

It is CNM’s goal to pay the majority of students enrolled for the Summer 2022 term. Upon application or registration for CNM, students receive communication to request authorization to apply their CARES Funds to their outstanding tuition and fees.  Students who do not respond will be awarded direct funds.  The awards for Summer 2022 will be $500 and students need to be enrolled in at least one credit hour to be eligible for funds.
