As established by Central New Mexico Community College (CNM) Governing Board Resolution 1993-26 and the New Mexico State Procurement Code, CNM's Purchasing Department is responsible for the procurement of all items of tangible personal property, services and construction for the College. The purchasing office has been designated as the "central purchasing office," and the Director of Purchasing has been designated as the "Purchasing Officer." As such, the Director of Purchasing is responsible for promulgating procurement rules, policies and procedures for the College, subject to the approval of the President or his designee.
It is the policy of Central New Mexico Community College to process all purchase requests for goods and services that are not procured by a Departmental Purchase Order (DPO) or Procurement Card, with an approved Purchased Requisition (PR). CNM policy and the New Mexico State Procurement Code require competitive procurement of goods and services above specified dollar limits, unless the commodities are procured under existing contracts (e.g., GSA/SPD Contracts) or are exempted or excluded from competitive procurement by the New Mexico State Procurement Code. Except as otherwise provided in the Procurement Code, that Code will apply to every expenditure by state agencies and local public bodies (CNM) for the procurement of items of tangible personal property, services, and construction.
