Collective Bargaining Agreement for Full-Time Faculty

25.1 Purpose

A Faculty-Management Committee (FMC) is established. The purpose of the FMC is to promote cooperation between the parties to solve issues at the lowest possible level, not to continue the negotiation process. Topics appropriate for discussion during FMC include:

  • specific recommendations regarding systemic workload and/or compensation concerns. 
  • faculty issues related to professional needs;
  • issues related to terms and conditions of employment that may arise outside the regular negotiation cycle.

The topics raised at the FMC will be communicated by the President’s representatives to the Vice President for Education and Learning for further discussion and consideration. A written response will be provided to the Union’s FMC representation within a reasonable amount of time not to exceed thirty (30) days. 

25.1.1

To foster trust based, data informed, collaborative decision-making, the parties agree to regularize, as a pilot program, the FMC, until March 1, 2027, with an option to extend the program annually, provided the parties agree the collaboration should continue.

All dates, timelines, and scheduling for regularized FMC meetings must be mutually agreed upon.  

25.1.1.2

CNMEU will make every effort to recruit a wide range of faculty who have expertise on the topics discussed to participate in regularized FMC meetings.

25.1.1.3

It is reiterated that the FMC is not a continuation of the negotiation process. There is no mandate for any given outcome. These regularized FMC meetings are established as solution-driven communication between faculty represented by CNMEU and CNM Management.

25.2 Composition and Procedures

Either party may request an FMC meeting. The FMC shall be composed of three (3) representatives appointed by the College President and three (3) representatives appointed by the Union President and approved by CNMEU’s Executive Council. Additional parties may attend on a case-by-case basis.

By mutual agreement, the FMC may establish rules and procedures provided they do not conflict with any provision of this Agreement.

25.3

The parties agree to discuss applications of this Agreement in the FMC in order to attempt to reach mutually agreeable interpretations.

25.4

CNMEU will conduct a survey no later than November 1, 2025, to obtain input regarding the top three challenges faced by faculty that impact teaching and learning. CNMEU will communicate the results of that survey to the College by January 1, 2026, to discuss how best to address these challenges using the FMC as the vehicle for promoting joint cooperation. All decisions regarding the process must be made by mutual agreement.
